As to your question the only think I can think of if the rock is to be
submerged in water is the type of sealer that is used on boats.

But if your rocks are to be place in a fish aquariam it might be toxic
to the fish, not sure.

Please let us know if you find something that works good for keeping
painted rocks in water without them fading or peeling.

Most of us use acrylic to paint our rocks, I think because oils take so
long to dry, and we are anxious to see the finished product.
