I've been painting on small stones as of late and find it easier to just spray the white base coat on.   I think any inexpensive paint will do.  I've used spray on white primer ....lately i'm using $1.00 can from walmart. The brand is ColorPlace interior/exterior fast dry spray paint.   Works well and really does dry fast.  Krylon  is a good brand name too.   I usually do a  light base coat and it's dry in  minutes.    There are a few keys to using a spray can.   First being, apply in a well ventilated area.   Shake the can well.  Then i do a test spray on a piece of newspaper to clear the nozzle.    Start from a good distance when you begin spraying the stone.  Repeatedly spray small bursts  of paint in slightly overlapping strokes.  Releasing the button at the end of each pass.  For larger rocks just take your time and use several light coats  as opposed to one thick coat. U can always test your technique on a piece of scrap paper.   You'll get it down in a snap and I find it quite efficient.
